(a) The jurisdiction of the courts of common pleas and juvenile courts conferred by Articles II and III 1 shall be exercised initially by the court for the county in which the subject of the proceedings is or resides. Whenever involuntary treatment is ordered, jurisdiction over any subsequent proceeding shall be retained by the court on which the initial proceedings took place, but may be transferred to the county of the person's usual residence. In all cases, a judge of the court of common pleas or a mental health review officer of the county of venue may conduct legal proceedings at a facility where the person is in treatment whether or not its location is within the county.
(b) Venue for actions instituted to effectuate rights under this act shall be as now or hereafter provided by law.
