No association or corporation shall have any right to any deductions made as aforesaid until they are actually paid over to it by the officer or officers making such deductions; and neither the Commonwealth of Pennsylvania nor its departments, boards, commissions and agencies, nor any political subdivision thereof, shall be subject to any liability with respect to any such deductions, except as to the amount thereof actually deducted.
