Every insurer shall, on or before the fifteenth day of April of each year, compute and pay to the Treasurer of the Pennsylvania Civil Disorder Authority the aggregate assessments due upon the gross premiums received by it for basic property insurance written within the Commonwealth during the calendar year immediately preceding said payment date. Said aggregate assessments shall bear interest at the rate of six per cent per annum from the date the same are due and payable to the authority until payment is made.
