Upon the filing of such report, both the county and the Commonwealth shall have the right to file exceptions thereto, at any time within thirty (30) days. It shall be the duty of the court after full hearing, by depositions or otherwise as the court may direct, to determine all questions raised by the petition or exceptions. To the final order of the court, either the county or the Commonwealth shall have the right of appeal.
