Any person or persons who shall fail or neglect to cleanse the cans or other vessels as provided for in section one of this act 1 shall be liable to a penalty, not exceeding fifty dollars, for each and every violation of this act, to be recovered in the name of the Commonwealth, as debts of equal amount are by law recoverable, by any person or persons who may sue for the same. All moieties or fines shall be paid into the county treasury of the respective county of the Commonwealth where suit is brought; be paid to the treasurer of the county where such suit shall have been brought.
