(a) No person except a producer who slaughters and sells exclusively at retail shall operate an establishment as defined herein without first securing a license from the secretary for each such establishment to be operated.
(b) Applications for licenses shall be in such form as the secretary may prescribe. In case of change of ownership or change of location a new application shall be made. Each license shall bear an identifying number.
(c) The term of the license shall be for two years unless otherwise revoked, terminated or suspended under the provisions of this act.
(d) A twenty-five dollar ($25) fee shall be charged for the license.
