The assent of the commonwealth of Pennsylvania is hereby given to said act of Congress, approved August 30, 1890, 1 with all its provisions and conditions, and the Pennsylvania state college is hereby designated as the proper institution, under the provisions of the said act of February 19, 1867, 2 to receive all appropriations made or to be made by Congress, for the purpose of carrying into effect said act or any supplement or supplements thereto.
