From and after the passage of this act, the sheriffs of the several counties of this Commonwealth are hereby authorized to organize themselves into a State Association, with power to hold annual meetings at such time and place within the State as they may designate, for the purpose of securing more uniformity and cooperation in the conduct of their offices and improving their service to the public.
