Each controller or deputy controller and the solicitor to the controller shall be allowed his expenses actually and necessarily incurred in going to, attending and returning from the annual meeting of the association. The time spent in attending the meeting, exclusive of the time employed in traveling, shall not exceed four days. These expenses shall be paid by the respective county. The expenses of the annual meeting of the association, including printing, committee expenses, and stenographers, shall be paid by the counties having controllers, but shall not exceed twenty-five dollars per annum for each county, in addition to the traveling expenses hereinbefore provided for.
