The county commissioners of the several counties of this Commonwealth are hereby authorized and empowered to establish and maintain a school or schools for the care and education of children, under the jurisdiction of the courts of quarter sessions of the peace, or other courts, sitting as juvenile courts, whenever, in the opinion of the county commissioners or a majority of them, such school or schools are required in any county for the proper care and education of such children.
