The Secretary of State, pursuant to ORS 193.310 to 193.360, may supplement the special or general election voters' pamphlet by causing to have broadcast by radio or television, material specified in this section at times the secretary determines suitable during the four weeks immediately preceding the election at which state measures are to be submitted to the people. The material provided by broadcast shall include only the following:
(1) The ballot title or popular name of each state measure.
(2) The number and form in which the ballot title of the state measures will be printed on the official ballot.
(3) A summary of the explanatory statements filed relating to each state measure.
