The expense of constructing a sewerage system may be raised in an entire amount or in smaller sums from time to time as the board of sewer commissioners may determine. If such expense or any part thereof is to be assessed upon property benefited, the board may assess the same, or the instalment to be raised, on the several benefited lots or parcels pursuant to the provisions of article twenty-two of this chapter. Nothing contained in this section shall be construed to prevent the financing of such expense, in whole or in part, pursuant to the local finance law.
