No moneys shall be expended for the state share of any municipal project unless and until the project has been approved by the commissioner and unless and until such project shall have been recommended by the governor in a budget bill which specifies the project to be acquired, constructed, reconstructed or improved, the estimated project cost, the estimated federal assistance to be received and the estimated state and local shares of the project cost to be required during the state fiscal year for which the appropriation is recommended and shall have been approved by the legislature for such state fiscal year.
