The commissioner is hereby authorized to receive and review applications from municipal corporations for state aid for municipal projects, and to approve such applications, within the amounts appropriated therefor, as are part of or consistent with a statewide comprehensive master plan for transportation promulgated by the commissioner and approved by the governor or, in the absence of any current comprehensive master plan sound transportation development policy and planning concepts. The commissioner shall submit copies of any application so approved to the governor, to the director of the budget and to the office of planning services with such recommendations as he may deem appropriate.
The commissioner is hereby authorized to prescribe such rules and regulations as he may deem appropriate to effectuate the purposes of this article, including but not limited to rules and regulations governing the form, content and submission of applications by municipal corporations for state aid for municipal projects pursuant to the provisions of this article.
