The justices of the appellate division of the supreme court in the first department, or a majority of them, shall appoint and at pleasure remove, for each part or term of the supreme court in the first judicial district a special deputy clerk of the supreme court, and all necessary assistants to each of such special deputies and fix the salaries thereof. The board of estimate of the city of New York is authorized and empowered to provide the means to pay such salaries.
