Every agent authorized to act as such by any steamship company, express company, or otherwise for the purpose of transmitting money, shall within two days after receipt thereof, deliver to his principal the money so received. Every such steamship company, express company, or other company shall thereupon and within three days after receipt thereof from an agent, transmit the same to the person to whom such money has been consigned by the transmitter unless within such period of three days there be no mail bearing steamer leaving for the point of destination of such moneys, in which event such money shall be transmitted on the first steamship to leave thereafter.
