The state law library and the legislative reference library shall be parts of the New York state library under the same government and regulations and shall be open for consultation to every citizen of the state at all hours when the state library is open and the law library shall be available for borrowing books to every duly admitted attorney residing in the state of New York, who shall conform to the rules made by the regents for insuring proper protection and the largest usefulness to the people of the said law library.
