1. Witnesses shall be entitled to the same fees as are allowed in civil cases in courts of record. Such fees need not be pre-paid, and shall be paid; (a) in the case of persons subpoenaed by the state civil service commission, from the state treasury on the audit and warrant of the comptroller upon vouchers approved by the president of the commission, or (b) in the case of persons subpoenaed by a municipal commission, in the manner provided by law for the payment of the lawful expenses of such municipal commission.
2. All public officers and their deputies and employees shall afford the state civil service commission and any municipal civil service commission all reasonable facilities in conducting the inquiries authorized by this chapter, give inspection to such commission of all books, papers and documents belonging or in any way appertaining to their respective offices, produce said books and papers, and attend and testify when required to do so by such commission.
