The commissioner of education may make such regulations in relation to the admission of applicants into any of the facilities operated and maintained by the summer school of the arts. The commissioner may further promulgate all such rules which in his discretion are necessary and proper to effectuate the foregoing, and in addition thereto specify and further prescribe all scholastic credits and the degree thereof that may be granted to the students attending the facilities of the summer school of the arts upon successful completion of courses provided.
