Nevada Revised Statutes Title 58. Energy; Public Utilities and Similar Entities § 708.025. Operation as intrastate carrier without certificate of public convenience and necessity prohibited

It is unlawful for any oil pipeline carrier to operate as a carrier in intrastate commerce within this state without first having obtained a certificate of public convenience and necessity from the Commission.
