“Household goods” means personal effects and property used or to be used in a dwelling which are part of the equipment or supply of the dwelling and such other similar property as the Authority may provide by regulation. The term does not include property moving from a factory or store, except property that the householder has purchased with the intent to use in the householder’s dwelling and that is transported at the request of, and the transportation charges paid to the carrier by, the householder.
