“Substantial impediment to employment” means that a physical or mental disability (in the light of attendant medical, psychological, vocational, cultural, social or environmental factors) hampers an individual's occupational performance, by preventing the individual's obtaining, retaining or preparing for competitive integrated employment consistent with the capacities and abilities of the individual.
