All receipts for the payment of any fees by an applicant for employment must be prepared and numbered in original and duplicate. The original must be given to the applicant paying the fee and the duplicate must be kept on file at the employment agency. Each receipt must have printed on its face in prominent type the following statement:
This agency is licensed by the Labor Commissioner of Nevada.
