1. Except as otherwise provided in subsections 4 and 5, upon receipt of the documents required by the Division, the Division shall issue a certificate of title.
2. If no security interest is created or exists in connection with the sale, the certificate of title must be issued to the buyer.
3. If a security interest is created by the sale, the certificate of title must be issued to the secured party or an assignee thereof, and must show the name of the registered owner.
4. The Division shall not issue a certificate of title for a mobile home that has been determined to be substandard until the conditions that rendered the mobile home substandard are abated.
5. The Division shall not issue a certificate of title for factory-built housing that constitutes real property pursuant to subsection 4 of NRS 361.244.
