The Administrator shall adopt regulations:
1. Requiring a person who is buying or selling a manufactured home, mobile home or commercial coach pursuant to:
(a) A sale to satisfy a lien; or
(b) A contract for sale or other agreement by which the certificate of title does not pass immediately from the seller to the buyer upon the sale,
to submit to the Administrator such information regarding the sale as the Administrator deems necessary.
2. Establishing requirements for the issuance or transfer of a certificate of title of a mobile home, manufactured home or a commercial coach in cases involving:
(a) More than one transferor or transferee;
(b) A transferor or transferee who holds a certificate of title in trust for another person; or
(c) A sale to satisfy a lien.
