If the Director finds that the action is necessary in the public interest, the Director may, upon notice to the garage operator, temporarily suspend or refuse to renew the certificate of registration to operate a garage for not more than 30 days. The Department shall conduct a hearing and issue a final decision on the matter within 30 days after it sends notice to the garage operator of the temporary suspension.
