When, based upon the personal investigation of a peace officer at the scene of a traffic crash, the peace officer has reasonable and probable grounds to believe that a person has committed any offense pursuant to the provisions of chapters 482 to 486, inclusive, or 706 of NRS in connection with the crash, the peace officer must determine whether to issue, as applicable:
1. A traffic citation in accordance with the standards provided in NRS 484A.730; or
2. A misdemeanor citation in accordance with the standards provided in NRS 171.1771.
