Appointments must be made from the appropriate eligible list, but if no such list exists then the Administrator may certify from such other list as the Administrator deems the next most appropriate. A new and separate list must be created for a stated position only when there is no satisfactory list.
2. Unless otherwise provided by this chapter, no person may be appointed or employed under any title not appropriate to the duties performed.
