All collectors of revenues and others bound by law to pay money directly into the treasury, shall exhibit their accounts and vouchers to the auditor on or before the first Monday in December of each year to be audited, adjusted and settled, and every such officer shall be allowed five cents for every mile they may necessarily travel in going to the seat of government, and returning to their residences, for the purpose of settling with the auditor, and paying the revenue into the territorial treasury.
