The clerk of the superior court shall, when any opinion of court is filed in his office, endorse thereon the day it is filed, and enter the same on his minutes, and shall within thirty days thereafter make a true copy thereof, and shall certify the same and transmit it to the reporter within thirty days after he is required to copy the same, and upon failure to perform the duties required by this section he shall forfeit twenty dollars to the use of the territory, to be recovered by indictment.
