New Mexico Statutes Chapter 19. Public Lands § 19-10-64. Royalties paid in oil; sale of; purpose of act

The purpose of this act is to assist small business enterprise within the state by encouraging the establishment and operation of petroleum refineries not having an adequate supply of refinery charge stocks through granting a preference to such petroleum refineries in the sale of state royalty oil accruing from public land oil and gas leases.
