All rules and regulations concerning reporting and remittance of oil and gas royalty adopted by the commissioner of public lands shall be entered in full in a record book to be kept for such purpose by the commissioner of public lands. Such rules and regulations shall be filed with the librarian of the New Mexico supreme court law library in accordance with the provisions of Sections 4-10-13 through 4-10-19 inclusive NMSA 1953 or as they may be amended. Such rules and regulations shall also be published and made available to any interested person.
