Whenever a dental association regularly incorporated under the laws of this state
shall maintain and conduct in a city of the first class a dental clinic or clinics
where indigent children may receive treatment and relief without charge or fee, the
board or body having control of the finances of the city may appropriate and pay to
that association each year such sum or sums, not exceeding twenty thousand dollars
in all, as it shall deem advisable, to be used and applied by that association only
for the support, maintenance and equipment in the city of a dental clinic or clinics
for the free treatment of indigent children not over the age of sixteen years who
are residents of the city.
The officers of the dental association shall annually at the beginning of each fiscal
year furnish to the board or body having control of the finances of the city a report
of the number and kind of cases treated by the clinic together with a detailed statement
of all expenditures made from any money appropriated by the city for the clinic.
