Any ordinance to be voted on by the voters in accordance with sections 104 through 116 of this act 1 shall be submitted at the next general or regular county election occurring not less than 60 days after the date of final action by the board or the expiration of the time allowed for action by board in section 111 of this article, 2 as the case may be, provided that if no such election is to be held within 90 days the board may in its discretion provide for a special election.
