The board of chosen freeholders of any county may, by resolution, establish and appoint a board of shade tree commissioners to consist of not more than five residents of the county, and to be known as the “shade tree commission of ․․․ county”.The board of chosen freeholders may also, by resolution, appoint not more than two residents of the county as alternate members to the commission.
The board of chosen freeholders, or such committee or committees thereof as it may designate, may exercise all the functions herein conferred on the shade tree commission.
