New Jersey Statutes Title 40. Municipalities and Counties 40 § 23-8.15

Any appropriation made pursuant to section 1  1 shall be made pursuant to a contract between the governing body of said county or municipality and the board of directors of the nonprofit child care center or coordinating committee or council. Said contract shall describe the services to be rendered by the center or committee or council in exchange for the appropriation and shall be approved by the Commissioner of Institutions and Agencies.
