Out of the proceeds of a sale of real estate made pursuant to section 3A:32-1 of this title the person making the sale shall pay and satisfy the local or public improvement assessments against the real estate and the costs and expenses of the sale; and he shall present a statement of his payments to the court for its approval and allowance.
The surplus from such sale shall be apportioned by the court among the persons having estates or interests in the real estate so sold, or it shall be paid, invested and disposed of in the manner provided by section 3A:16-15 of this title.
