An executor or administrator with the will annexed of any will probated on or after January 1, 1952, shall have 18 months after probate within which to pay and satisfy legacies given by the will unless the will otherwise directs; provided, however, that legacies given by the will may be paid or satisfied prior to the expiration of said 18 months' period unless the court for good cause or the will otherwise directs.
Any legatee under a will probated on or after January 1, 1952, who becomes entitled to interest on a legacy, shall be paid interest at the rate fixed by the will; or, if no rate is so fixed, at the rate of 3 percent per annum, to be computed from the date fixed by the will; or, if no date is so fixed, from the date of payment fixed by the will; or, if no date for computing interest or payment of the legacy is fixed by the will, from and after 18 months after the probate of the will.
