Sections 3A:16-9 and 3A:16-10 shall apply whether or not in executing the authority given by the will to sell real estate, there is involved an exercise of a discretion either in point of time or method or otherwise, unless the will provides by express provision that in case of any contingency which has occurred, some person other than the executor shall exercise such authority. Nothing in this section shall be taken to confer any authority upon an administrator with the will annexed or a substituted administrator with the will annexed where the authority has been given to the executor or any other person in trust.
