3. That the assignee of the certificate or certificates of sale given pursuant to the provisions of said act and supplements, may give notice, in his or their names, of such sale to the owners, mortgagees and other persons interested as required by said act and supplements, and to acquire title to the lands and receive the deed or deeds thereof, in the same manner and to the same effect and extent as if such assignee or assignees were the original purchaser or purchasers at the tax sale, and such notice or notices heretofore given by such assignee or assignees are declared to be valid and effectual and to have the same force and effect as if given pursuant to this act, and any notice of sale heretofore or hereafter given by the purchaser at a tax sale, including a city if it be the purchaser, under said acts and supplements and before assignment of the tax certificate, shall inure to and be for the benefit of the assignee of such tax certificate, and such assignee shall be entitled to receive a deed for the lands in such certificate named, which shall convey the same as fully and to the same effect and extent as if such assignee had given notice of sale in his own name and as if the said deed had been made and delivered to the original purchaser and the certificate of sale had not been assigned, and any such deed heretofore made, executed and delivered to any such assignee shall have such force and effect.
