2. That any such land improvement company shall have the power, in addition to that already conferred, to borrow from time to time, upon its promissory note, bond or other obligation, any sum or sums of money for the uses and purposes of said company; provided, that said indebtedness shall not, at any one time, exceed the amount of its paid-in capital in cash; and provided further, that this act shall not repeal or abridge any rights, powers or privileges conferred upon any such company by its original charter or any acts supplemental thereto.
