4. That Lewis S. Williams, of the Upper township, county of Cape May, and Benjamin F. McKeag, of Maurice River township, county of Cumberland, be and are hereby appointed two commissioners, with full power to choose a third person, who shall also be a commissioner when so chosen, so that said board shall consist of three members, whose duty it shall be to make a just and equitable settlement between the portion of said Maurice River township proposed to be set off by this act and the portion of the said township which this act does not affect, so far as relates to the bonded indebtedness of said township, and also of any and all taxes which have been assessed previous to the passage of this act for the benefit of said township.
