13. That when the judge and inspectors of election shall have been sworn or affirmed, as provided in the preceding section of this act, it shall be the duty of the judge of election, in an open and public manner, to administer to the clerk of such board and of such clerk to take an oath or affirmation that he will faithfully and impartially execute the duties required of him by law; and a like oath or affirmation shall be administered to and taken by any person who may be appointed clerk of such board at any time during such election.
