5. That in case of any deficiency from the revenue of said sewer system to meet the expenses thereof and the principal and interest on the bonds issued to construct the same, as they may become due, then it shall be the duty of the board of commissioners or other governing body of said towns to add to such deficiency so reported three per cent of the cost of managing and keeping in repair and operating the said sewer system, to cover losses and contingencies, and to assess such deficiency and said three per cent so added as aforesaid, upon all the taxable property in said town in the same manner as other taxes are assessed, and said sums shall be collected by the collector and other officers of said towns, who are by law required to collect taxes, and if not paid by the time required by law for the payment of other town taxes, shall be collected by warrant, and by and in the same manner as other taxes are collected in said towns, and shall be a lien upon the property whereon the same are assessed in like manner as other taxes of the said towns.
