That the said water commissioners shall cause a careful estimate to be made of the cost of managing, keeping in repair, and operating the said sewer system once in each and every year, and estimate approximately the rents to be collected therefrom, for the ensuing year, and shall report the same in writing to the board of commissioners or other governing body of said towns on the first Monday of April, each and every year.
