2. Any balance of the twelve million dollars ($12,000,000.00) remaining in the emergency school fund after the apportionments provided in section one shall have been paid together with any amounts accruing to it is hereby appropriated for loans to school districts which apply for aid for the payment of teachers' salaries for subsequent school years beginning July first, one thousand nine hundred and thirty-three. Such loans shall be made proportionately in accordance with the needs of the several school districts which apply for aid in the amounts determined by the commissioner of education, and payments shall be made by the state treasurer on orders of the commissioner of education in the manner provided in the act last recited in section one as amended and supplemented.
