1. The Delaware River Joint Commission under the provisions of an act entitled “An act providing for joint action by Pennsylvania and New Jersey in the development of the ports on the lower Delaware river and the improvement of the facilities for transportation across the said river; authorizing the New Jersey Interstate Bridge Commission on behalf of the state of New Jersey for these purposes to enter into an agreement with the commonwealth of Pennsylvania creating the Delaware River Joint Commission and specifying the powers and duties thereof, including the power to finance projects by the issuance of revenue bonds; transferring to the new commission all the powers of the Delaware River Bridge Joint Commission and making an appropriation,” approved June thirtieth, one thousand nine hundred and thirty-one, with amendments thereof and supplements thereto, shall pay forthwith in full its obligations to the state of New Jersey in money or bonds issued by the Delaware River Joint Commission as provided in the above entitled act. The governor, comptroller and state treasurer acting in behalf of the state of New Jersey are hereby authorized and directed to sell such bonds, the proceeds of which together with moneys received in cash from the said Delaware River Joint Commission are hereby made a separate account and designated as the emergency school fund. From this fund there is hereby appropriated twelve million dollars ($12,000,000.00), which amount or so much thereof as may be necessary shall be used for the purpose of carrying out the provisions of an act entitled “A supplement to an act entitled ‘An act to establish a thorough and efficient system of free public schools and to provide for the maintenance, support and management thereof,’ approved October nineteenth, one thousand nine hundred and three,” approved May tenth, one thousand nine hundred and thirty-three, with amendments thereof and supplements thereto, and also for making loans in like manner to the board of education of any county vocational school. Evidence of indebtedness in the amount so paid shall be filed with the state treasurer by the county treasurer in accordance with the provisions of section two of the above entitled act. Apportionments received by boards of education under the provisions of this section shall be used only for the payment of salaries of teachers and other employees, tuition, and transportation.
