8. The interstate bridge commission is authorized and empowered to enter into agreements with the state of Pennsylvania or its properly constituted agency or authority, to provide for the joint operation, maintenance and repair of such bridge, for regulating its traffic and policing and protecting the same, for the fixing and collection of tolls and charges for the use of such bridge and for the regulation of such other matters as are incidental thereto, which agreements the said commission is authorized to alter, amend or repeal from time to time, upon agreement with the state of Pennsylvania, or its agency as aforesaid as, in the opinion of the commission, may be proper.
