2. All contracts hereafter made and obligations hereafter assumed by the Port of New York Authority in connection with the construction, maintenance and operation of the aforesaid tunnel shall be made and assumed by the Port of New York Authority in its own name, and no such contract or obligation shall create any liability against or obligation upon the two states or either of them.
