2. The said commission shall organize on the day following the date when this act becomes effective, and they shall elect a chairman, vice chairman and secretary, all of whom shall hold office for a period of one year and until their successors shall be chosen. In the event a vacancy occurs in the membership of this commission, the governor shall appoint a suitable person who shall serve until his successor shall have been appointed by an act of the legislature.
